There is agreement among literacy professionals that third grade marks a literacy shift in which students focus less on foundational reading skills and more on reading fluently across multiple domains. Yet, data from NCES (2017) reveal that regardless of the decades-long policy focus on meeting third grade benchmarks, there remains reading disparities. Currently, third graders struggling with foundational skills are likely to continue reading below grade level. How should educators respond?
