There is agreement among literacy professionals that third grade marks a literacy shift in which students focus less on foundational reading skills and more on reading fluently across multiple domains. Yet, data from NCES (2017) reveal that regardless of the decades-long policy focus on meeting third grade benchmarks, there remains reading disparities.
